Nurse Practitioner License Suspended Amidst Investigation of Inappropriate Patient Conduct

A nurse practitioner’s license has been suspended pending an investigation regarding accusations of sexual misconduct.

Raymond Dillon III, a nurse practitioner at an unidentified urgent care in Rhode Island, has been accused of unprofessional behavior and inappropriate physical contact with a patient.

Incident Details

On June 26th, one of Dillon’s patients filed a complaint against him with the Rhode Island Department of Health after first reaching out to law enforcement. According to the complaint, the female patient presented to the urgent care where Dillon worked with suspicion of a vaginal yeast infection.

The patient claimed that during the examination, Dillon rubbed her arm and leg without consent while admiring her tattoos. She also claimed that DIllon did not don gloves during the external genitalia exam.

During the vaginal exam, the official complaint stated that Dillon “evaluated the patient’s vaginal area for discharge by gloving his right hand and placing a finger in her vagina for several seconds; once the finger was removed the Respondent [Dillon] stated that there was no vaginal discharge on the glove.”

The patient also reported that Dillon wrote his name and phone number on her thigh, encouraging the patient to call him for prescriptions. The patient also claimed that Dillon talked about taking the patient “out for wine” and said that this would not be the last time they saw each other.

Per the official report, Dillon also neglected to document any assessments regarding the patient’s external and internal vaginal exams in the patient’s chart.

Suspension Decision and Hearing

On June 30, 2023, the Rhode Island Department of Health elected to suspend Dillon’s nursing license pending further investigation. Interim Director Dr. Utpala Bandy declared that, based on the current evidence, allowing Dillon to continue practicing as a nurse would “constitute an immediate danger to the public.”

The official suspension paperwork says that Dillon is being cited for the following: 

  • Willfully making and filing false reports or records in the practice of nursing

  • Willful omission to file or record nursing records and reports required by law

  • Willful disregard of standards of nursing practice and failure to maintain standards established by the nursing profession

Dillon has not yet been criminally charged. His hearing is scheduled for July 10th. The Rhode Island Board of Nursing has the power to take further action against Dillon’s license, including and up to revocation, following the hearing proceedings. It is unclear at this time if Dillon has obtained legal counsel.

According to the Rhode Island Department of Health, Dillon has been licensed as an RN and APRN in the state of Rhode Island since 2016. 

Dillon still has active RN and APRN licenses in the state of Massachusetts, according to the state nursing license verification system. In Massachusetts, Dillon’s RN license was issued in 2005 and his APRN license was issued in 2011.
